Rehabilitation of Shkoder-Bajze railway road to start soon
SHKODER, Feb 2 (ATA) By M.Malja: The rehabilitation of Shkoder-Bajze railway road will start soon. Sources from Shkoder-Bajze regional directorate of railways in this district reported that, through the 322 million lek fund, allocated by the state budget, will begin the complete rehabilitation of Shkoder-Bajze railway road, damaged during the riots of the year 1997. Within February, the above-mentioned sources stated, it is expected the organisation of the auction to determine the winning company which will carry out the rehabilitation works of this line. According to the project drafted by the General Directorate of Albanian Railways (AR), it is forecast the laying of 11, 2 kilometres of railway line from Shkoder to Grishe village with cross-bars and rails. In December last year, through the 25 million lek fund, allocated by the state budget, the complete rehabilitation of the international station of Bajze stated, which is now ready to receive goods which come from Montenegro and other countries. Shkoder-Hani i Hotit railway line was set up in 1985 and has continued its work till 1992. It is the only railway line which links Albania with Montenegro and Europe.

Thirty-seven projects on infrastructure in Shkoder Prefecture
SHKODER, Feb 3 (ATA)-By M. Malja, Some 37 projects for the improvement of infrastructure will be implemented this year in three districts of Shkoder prefecture, the responsible for investments in this prefecture, Zef Fistani, told ATA. For the most part of these projects the financing sources have already been secured, not only from the Albanian Government but also from foreign donors. Among the most important projects to be implemented during this year in this prefecture are full rehabilitation of the Shkoder-Muriqan road, through a fund of 78.3 million lek, provided by the state budget, the implementation of the second phase of works on the Shkoder-Velipoje road, through a fund of 325 million lek, from the state budget, the reconstruction of 11 water pipes in the villages of the districts of Shkoder, Puke, Malesi e Madhe and other districts. While foreign donors are expected to finance several other important projects, such as the third stage of works for the full reconstruction of the Shkoder water system, for which the Austrian government has provided a fund of 33 million schillings. A series of important projects in health, education, culture, environment and other fields will be implemented during this year though a fund of US$ 2 million, provided by UNOPS, through PASARP programme.

Shkoder: New water-supply network of Velipoja to complete in June
SHKODER, September 4 (ata)- By M. Malja The new water-supply network of Velipoja, some 27 km away from Shkodra will complete within June of the current year. The secretary general of this prefecture, Sokol Haliti told ATA that, "the proceedings of the second phase in this facility for which are accorded worth 21.4 million lek from the state budget started the current year". According to him, with this fund it is foreseen to be laid 4.9 km of main and secondary tubes, to be constructed two depots with a capacity of 4000-5000 meter cub water as well as a new pumping station in the village of Lare. By the end of the proceedings in the first six-month period of the current year, nearly 5500 inhabitants of the five villages of this zone will have potable water during 24 hours. The construction of the new water-supply station of Velipoja started last year when the proceedings of the first phase were carried out with a fund of worth 37.5 million lek by the state budget.

Shkoder: Worth 36.4 million lek allocated by state budget for 10 schools
SHKODER, Feb 6 (ata)- By M. Malja Some eight-year schools in the district of Shkodra will rehabilitate during year 2002, with a fund of worth 36,4 million lek allocated by state budget, the director of this district's education, Agim Shima, told ATA. "The projects to intervene in the buildings of these schools are ready and their implementation will start by the end of February", he said. According to him, undergoing the repairs will be the buildings of the eight-year schools of Samrish, Bushat, Shosh, Shale, Daragjat villages which are constructed some 2-3 decades ago and are never repaired before. Sources from this directorate make known that with another fund of worth 22.8 million lek by the state budget too, it continues the construction of the new eight-year school in the village of Dragosh, some 6 km away from the city. So far, in this district are re-constructed over 70% of the schools in the city and villages. Whereas, last year there were constructed also two new schools in the villages of Rragam and Koman.

Shkoder: Water flows in lake of Koman hydro-power station tripled
SHKODER, Feb 7 (ata)- By M. Malja The water flows in the lake of the hydro-power station of Koman (Shkoder) have been tripled by the last rain falls and by the snow melting in mountainous zones. The engineer of this hydro-power station, Zamir Shabani, told ATA on Thursday that "the side flows in this lake reached 90 meters cub per second out of 30 meters cub per second that they were four days ago". According to him, despite that the flows are low, if we take into account that the many-years flows for this period have been 200-300 meters cub of water per second". Sources from this hydro-power station made known that today the water level in the lake reaches 169 meters over the sea level, out of 175 meters that it is its maximal quota. The hydro-power station of Koman is one of the three hydro-power stations over the cascade of Drini river, set up in '75. Whereas three years before this hydro-power station, it was constructed the hydro-power station= of Vau i Dejes and in '81 the hydro-power station of Fierza.

Shkoder: A project of UNICEF for education of 120 self-arrested children
SHKODER, Feb 7 (ATA)- By M. Malja UNICEF is implementing in Shkodra prefecture a project on continuation of education for 120 children of three districts of this prefecture that stay indoors due to blood vengeance. The chairman of this project Bahri Kurti told ATA that "first the self-arrested children in districts of Shkodra, Puke and Malesi e Madhe were made evident while the project started in September last year." According to him, 24 teachers selected in cooperation with the education departments of these districts teach twice a week the self-arrested children at their homes. The program prepared for this category of children will take 44 weeks on the basis of a reduced teaching structure. Besides delivering lessons for self-arrested children, the teachers also carry out an educational work with them so that the phenomenon of blood vengeance be curbed in the minor ages. The same source told that "on the basis of this school year's outcome, this project for self-arrested children is thought to continue in the upcoming years as well."

Shkoder: Five persons detained for theft and robbery
TIRANA, February 8 (ATA) by Aida Harka Five persons suspected for carrying out several robberies were detained Thursday evening by Shkoder police. Altin Garupi, Senad Seimani, Fatri Skenderi, Sokol Cako, and Elton Lishi, between the age of 18 and 29 years were suspected for a great number of thefts and robberies, official sources from Ministry of Public Order reported for ATA on Friday. According to the above sources "the detainees in cooperation with one another, armed and masked, have stolen cars and motor bikes in various places and different times". During the control, police seized an automatic pistol "Bruni" and a machine gun "Shars", along with a mask.

During 2002 Shkodra will have its new private market
SHKODER, Feb 9 (ata)- By M. Malja The new private market in the city of Shkodra will be constructed in year 2002, the vice/mayor of this municipality Fatlum Nurja told ATA. He said also that, "the project for this market is already ready and it is expected the release of the necessary funds. which reach worth 21.5 million lek". According to him, nearly 10 million lek from the above needed amount are expected to be approved by state budget whereas the other part by IOM. The new market which will be constructed in "Skenderbeg" quarter will occupy a surface of nearly 3500 meters square. Thousands of small traders from the city will trade fruits and vegetables, industrial goods, confections and so on. The small traders of this city who sell their goods in pavements will be removed. At the same time, there will be provided good hygienic and sanitary conditions to trade fruits and vegetables. In this city, the market of meat set up with a financing of worth US$ 100 million granted by Albanian Development Fund functions since two years.

Carnivals feast 2002 held in Shkoder
SHKODER, Feb 9 (ata)- By M. Malja Thousands of Shkodra citizens participated on Saturday in Carnivals Feast 2002. They walked in the streets of the city dressed in clothes that characterise this feast satirising negative sides of society such as unemployment, drugs, prostitution, trafficking and so on. Organisers of Carnivals 2002 were the cultural association "Irikum" under the support of Shkodra municipality and the artists of "Migjeni" theatre. Carnivals are held for the first time in Shkoder in 1861 and their organisers were the folk poets and the craftsmen of the city. The most well-known organisers of Carnivals in Shkodra are Zef Hilega, Luigj Zadeja, Kole Tivari and Kole Shiroka. Carnivals feast has always been an event in the life of this city. They used to end with the burning of the scarecrow as a symbol of all the evil.

Pollution of Shkoder lake, danger to its flora and fauna
TIRANA, Feb 9 (ATA) By A.Struga: Shkoder lake, known as the biggest lake in Balkan peninsula, is well-known for its variety and being rich in species and subkinds of fish. The researchers have estimated that some 49 kinds of fish live in it, where the family of carp, characteristic fish of this lake, takes the greatest number. According to the researchers, some species of fish such as wrasse are being extinct in this lake, as a result of the uncontrolled fishing, water pollution, which is becoming more and more concerning due to urban, industrial discharges and those of constructions. In addition, the number of constructions is being uncontrollably increased, mainly in the western side, which is the most favorite by trade and touristic infrastructure. But even according to the analyses that have been carried out, the water parameters are not normal. They show the existence of the bacteria which pollutes the waters of the lake. Having a lot of areas where tourism can be developed, Shkoder Lake is not only the biggest in Balkans, but also with a great water supply, with a rich flora and fauna, which must be preserved and developed.

Detained murderer of two brothers from village Shtoj
SHKODER, February 21 (ATA) by M.Malja Shkodra police detained on Thursday the author of the murder of two brothers from Shtoi (Malesi e Madhe) that took place four days ago. Official sources from local police told ATA that "forces from criminal and order police detained today afternoon in village Shtoi citizen Arben Majku, 19, inhabitant of the village, because on February 17 around 23:00 hrs he had killed brothers Sejdi and Seldin Vucaj, 36 and 18 respectively, in the bar owned by the latter. Since the beginning of the year, this is the first case of murder using fire arms in the district.

Installation of new electric meters starts in Shkoder
SHKODER, Feb 25 (ata) - By M Malja: The electric distribution affiliate in Shkoder started these days the installation of about 500 new electric meters in one of the city quarters. The World Bank allocated recently a fund of USD1 million for the implementation of a project for the installation of the new electric meters in all the families and private subjects in the district of Shkoder, where electric meters are missing or damaged in the few past years. The installation of the new electric meters will significantly influence in the collection of payments for the consumed electric power, because the district of Shkoder is one among those districts where payment of consumed energy has been at a low level. Actually this payment is realized 22 percent from 40 percent it was in December last year.

Shkoder: Some 26,5 million lek spent on rehabilitation of rural roads
SHKODER, Feb 26 (ATA)- By M. Malja Some 26,5 million lek out of state budget were spent on rehabilitation of rural roads in Shkodra district over 2002. Announcing this to ATA, an engineer of rural roads maintenance enterprise Skender Muja told that " 8 projects for repair of road-axes of the five communes will be implemented through this fund." According to him, implementation of two projects in the road Shosh-Shale (commune of Tplan) and Prekas-Shllak (commune of Shllak) has started one week ago. Sources from this enterprise announced that implementation of other projects in the rural roads of communes of Oblike, Bushat, Hajmel and so on will start after the bids aiming at realizing them during the year to come. 11 rural roads through 31 million lek out of state budget and Albanian Development Fund were rehabilitated one year ago.

Investments in Shkoder Prefecture, doubled as compared to 2001
SHKODER, Feb 27 (ATA) By M.Malja: The investments planned to be carried out during the year 2002, are doubled as compared to last year. The secretary-general of Shkoder Prefecture, Sokol Haliti, told ATA that "the investments of the current year will focus on the further improvement of infrastructure in education, culture, health, sport and so on". He mentions as one of the most important investments the continuation of the works in Lezhe-Shkoder main road, through the US$ 4,5 million allocated by the state budget, the second stage of the works in Shkoder-Velipoje road, the rehabilitation of Shkoder-Muriqan road, through the 74,8 million lek, the reconstruction of Buna bridge, through the 15 million lek fund. In addition, the third stage of the works for the rehabilitation of Shkoder water-supply is forecast to commence, through the 38 million schillings fund allocated by the Austrian government, the second stage of the works in Koplik-Razem road, through the 20 million lek fund, the rehabilitation of "Loro Borici" stadium through the 5 million lek fund and so on. According to him, in some of these projects, the works are under way, whereas the funds have been approved for the others and the auctions are expected to be held for the announcement of winning companies which will carry out the works. "During the current year investments from foreign donors are expected, such as UNOPS, which will finance several projects in education, health, environment and so on" Haliti adds.
